Minutes of Meeting held on Wednesday, 9th June, 2009,

in the Assembly Rooms

1. APOLOGIES FOR ABSENCE received from Ward Cllr. Garnett and PCSO.

 

2. MINUTES OF PREVIOUS MEETING were approved subject to the following amendment.  Item 2. Chairman: should read….Cllr. Laverick was proposed by Cllr. Cannon, seconded by Cllr. Appleby and was unanimously elected.  Vice-Chairman:

(add) Cllr. Cannon was proposed by Cllr. Laverick and seconded by Cllr. Hindley.

Cllr. Dempsey was elected by a majority vote. 

3. MATTERS ARISING 

   (a)  Casual Vacancy   Following the resignation of Mr. Moorhouse the vacancy had been advertised by CBC who advised that after the required length of time there were no requests for an election and therefore the Parish Council could co-opt.  At the time of the meeting two local residents had indicated their interest in standing.  This matter will be discussed in one month to give time for further consideration by residents. 

   (b)  106 Agreement Money  Cllr. Dempsey presented a detailed plan for a “fitness trail” with various costings as a basis for discussion.  This sited the trail in and around the sports field and whilst agreeing that the scheme was a good idea in principle members had the following observations to make.  The matter would need to be thoroughly aired with the Sports Club, and particularly with Mr. Hill who cut the grass.  The wooden structures would be difficult to cut round, obstruct machinery and need to be strimmed round on a regular basis.   Cllr. Dempsey agreed that he would discuss the idea with the Sports Club at their next meeting (l6th July).  So far as the youth pod was concerned Cllr. Laverick had spoken with the vicar and some suggestions as to siting had been put forward.  However it was agreed to wait until the PCSO had raised the matter again with the Youth Club to see if they had an input. 

   (c) Public Toilets   Cllr. Laverick had received a complaint from a member of the public regarding the continued closure of the toilets and had sent a note of apology.

The murals were not expected until July and whilst portaloos were sited in the car park members of the public were still unaware that the toilets in the Sports Field were closed.  Cllr. Laverick had also looked for an indication as to which of the village shops were participating in the scheme whereby they were paid by CBC to allow members of the public to use their toilets.  He had found it difficult to find a notice in the shop windows indicating their participation.  Our recently elected new County Councillor, Mrs. Ann Brown, suggested that a letter should be sent to Mr. Tim Young of CBC asking for clarification on this.   Members agreed that the situation was unacceptable and Cllr. Mrs. Cannon had gone to great lengths to put up extra advisory notices in the village which unfortunately had not lasted.  Cllr. Laverick agreed to laminate some more signs and place them as appropriate in the village.  The Clerk suggested that the Parish Council should provide a single portaloo alongside the closed block until such time as the refurbishment was completed.  This would cost approx £30 per week to include emptying (plus £20 delivery/collection charge).  This was unanimously agreed.  In view of the Clerk’s forthcoming holiday Cllr. Mrs. Cannon agreed to co-ordinate the placement of this toilet with Capelspace.

 

 

  (d)  Governing Body, Dedham Primary School.  It was proposed by Cllr. Dempsey, seconded by Cllr. Appleby, with all in favour that Cllr. Mrs. Spencer should be appointed to fill the vacancy on the Dedham Primary School governing body created by the resignation of Mrs. Lyn West.  The Chairman and Head Teacher will be advised.  A letter of thanks has already been sent to Mrs. West. 

  (eMachinery Enclosure  This was now in place and Mr. Armour had taken on board the various points needing attention and these will be rectified.  Apart from this it was agreed that the enclosure blended in quite well and did not intrude on the general scene.  The question of keys for the enclosure arose and it was agreed that an exchange of keys should include one for the post on the Drift which was still awaited from the Sports Club. Armour Engineering will repair the play area gate 

  (f)  Parish Plan   Details of the requirements for the formation of a Parish Plan had been circulated to all members.   Cllr. Dempsey was willing to become involved and interest had been shown by residents.   

  (g)  Duchy Barn Shed    This will be followed up with the Vicar. 

  (h)  Allotments   Mrs. Appleby stated that some 25 persons had expressed an interest so far and a meeting was planned in the near future with the National Trust to discuss a piece of land in the village. 

  (i)  Buses at Lamb Corner/Ardleigh Road   Cllr.s Laverick and White had monitored the buses at these spots and will do so again in the autumn.   

4.  CORRESPONDENCE    

   (a}  A letter of thanks for the donation to the upkeep of the church grounds has been received.   

   (b)  Road Repairs  Notice of road closures for road repair work included Mill Lane. 

   (c)  Mobile Library  New timetables had been received.  These will be published on the parish boards and in the magazine.

 5.  REPORT OF PCSO    Not present. 

6.  FOOTPATHS/PLAY AREA  Cllr. Appleby reported that vandalism to gates was a problem and P3 were to visit to discuss how to counter this.  Mr. Bosworth has promised to attend to the stile on his property to make it safe. 

7.  DEDHAM SURGERY   Sound proofing was almost complete and the surgery was on course for opening in early July.

9. PLANNING   The Planning sub-Committee has dealt with the following

COL/09/0610  6 Dedham Meade, Dedham. 

                        Extension and alterations to existing dwelling. 

 Comments:     Recommend refusal.  Over development of site.

                         To be “called in”.

 

COL/09/0627/  Little Netherhall (Listed Building), Princel Lane, Dedham.

0624                Carport to rear garden. (Time has lapsed on original application which was approved).

  Comments:     Recommend approval.

10. REPORT OF BOROUGH COUNCILLOR   Not present.

 

 

11. PUBLIC REPRESENTATION  Mrs. MacArthur reported that a HGV had struck a pillar of her gate in Mill Lane.  It was suggested she discuss this with the PCSO and C.Cllr. Mrs. Brown will take the matter on board.   C.Cllr. Mrs. Brown mentioned for information some comments she had gathered on the doorstep during the election campaign. These included parents’ parking in Crown Street and the speed of traffic in the High Street. 

12.  ANY OTHER BUSINESS  Comment was made about the general appearance of the BT site in the High Street following the removal of trees and it was felt that the replacement of some trees would be welcome.  Cllr. White had contacted Anglian Water regarding the offensive odours in the High Street (West end).  They have recognised there is a problem and have agreed to install detectors.  Following a presentation at a CBC Clerk’s Forum the Clerk outlined the benefits of becoming members of The Essex Playing Fields Assn. Amongst other things small grants were available for play areas, etc. and advice offered.   Membership was £25 per annum and it was unanimously agreed that Dedham Parish Council should join this Association. 

13.  DATE & TIME OF NEXT MEETING  The next meeting will be held on Wednesday, 8th July, 2009, at 7.30 p.m. in the Assembly Rooms.
