Minutes of Meeting held on 9th December, 2009
in the Assembly Rooms, Dedham.

 1. APOLOGIES FOR ABSENCE  None.

 2. MINUTES OF PREVIOUS MEETING having been circulated were approved.

 3. MATTERS ARISING

      (a) Allotments   An extraordinary planning sub-committee meeting was held on 17th November, 2009, following the 21 day consultation period on the proposal to provide allotments at Bridges Farm.  54 letters of support from residents had been received with 5 letters against or expressing concerns.  Cllr. Laverick had listed some 17 queries, each of which was individually discussed and answered. The Minutes of this meeting had been published. (See Planning). 

    (b) Duchy Barn Shed   Cllr. Laverick had written to Dedham Sports Club outlining the situation in respect of the condition of the Duchy Barn Shed and the need to consider ways and means of improving the facility and asking for suggestions for alternative storage of their equipment.   Cllr. Mrs. Spencer had attended the Duchy Barn Committee meeting when the matter had also been discussed.  All concerned wished to retain the Duchy Barn Shed in some form – either repaired or re-built.  It was suggested that this historic building should be re-built with part of it for the use of the Youth Club who require storage space.  Grants could not be sought until a survey had been carried out and costs known and it was agreed that Cllr. Mrs. Spencer should seek the help of the Duchy Barn Committee to get this done.  With some idea of what is involved the Vicar was happy to go back to the Duchy of Lancaster and approaches to other grant sources could be made. 

    (c)  Parking in Royal Square   PCSO Mark Hibben had spoken to the staff in the Craft Centre and an article had appeared in the parish magazine reminding residents that overnight parking in the Square itself was not permitted without permission from the Parish Council.  There had not been a problem during the Dickensian evening.  It was hoped that there would be an improvement. 

   (d)  Sports Field  Permission to cut back the lower branches of the lime trees in The Drift had been received from CBC.   It is planned that a Parish Council working party will carry this out in the New Year.   There has been no response yet to Cllr. Mrs. Cannon’s enquiry re dog notices.

   (e)  Smells in the High Street    CCllr. Mrs. Brown had been advised that an initial inspection of the drains in Stratford Road had shown a build up of fat and it was proposed that a further  inspection of drains would be carried out during the evening of 16th December.  It was expected that manholes at least as far as The Assembly Rooms would be examined and hopefully further down the High Street.  Louise Parkin of Environmental control will be attending the January meeting.

 

   (f)  Parish Plan   A meeting of the Steering Group for the Parish Plan had taken place with a presentation by the Chairman of the West Bergholt PP Group.  This had been very helpful.   The completed PP website was up and running, draft Terms of Reference, which will now include the Constitution, have been circulated for discussion together with a draft of an outline budget.  There would be no funding from RCCE but the Dedham Vale & Stour Valley Project have indicated their willingness to help with printing and workshops and will attend a future meeting.

   (g)  Emergency Plan.  Cllr. White is revising the document and it should be ready for review in the New Year.

   (h) Other items   There had been no response from Veolia regarding the trees opposite the Assembly Rooms but a further branch had fallen and had been cleared.  Cllr. White will follow this up with a telephone call.   There has been no response to the Parish Council’s letter re Jupes Hill and this will be placed on the agenda for the next meeting.   The work on the gulley by the telephone kiosk in the High Street has been completed.  It is hoped that this will ease the flooding in that area.

    (i)  VAS Unit   Still waiting for Highways to take action.

 4.  CORRESPONDENCE 

    (a)  High Street Parking   The resident of the Merchant Weavers House (adjacent to the butchers) has written to Highways regarding irresponsible parking which blocks her entrance.    She has complained over a long period of time and PCSO Hibben has been called to the scene on occasions.  White entrance markings are no longer used to denote entrances and it is unfortunate that there is little that can be done officially.  Cllr. Garnett suggested that a notice might be placed on the wall asking drivers not to park there and he will follow this up with Mrs. Evans-Avlonitis. 

   (b)  Removal of Bus Stop  An elderly resident was concerned that some buses were no longer stopping in Crown Street at the bottom of Forge Street.  The original bus stop was removed some time ago prior to being re-sited further along the road but no replacement stop has been put in place.  This means that some drivers will not stop.   Cllr. Garnett will check on the current situation. 

   (c)  Vandalism to War Memorials   New legislation on vandalism of war memorials and new powers available to local councils are being considered by the Government.  Criminal damage to war memorials can carry a prison sentence and heavy fines under the War Memorials Act 1923 which covers Parish Councils as well as principal authorities.

   (d)  Village Quiz   This will take place on Saturday, 6th February, 2010, at 7.30 p.m. in the Assembly Rooms.    It was agreed that the Parish Council would field a team.

 

5.  REPORT OF PCSO  The PCSO reported that it had been a quiet month so far as crime in the village was concerned.   He had attended a Road Safety Talk at Smartys Pre-School.  Speeding and weight restriction issues had been dealt with and there had been no incidents in the car park.  Parking at Lamb Corner has improved for the moment, but Southfields is causing some problems and there has been an incident.

Reports of noisy behaviour on Friday and Saturday nights are being actively dealt with.   He and his colleagues had attended the Dickensian Evening which had been very successful despite the weather and Cllr. Mrs. Spencer was to be congratulated on a well organised, enjoyable event.   PCSO Hibben suggested a meeting with members to discuss future objectives for the coming year and this will be followed up in the new year. 

6. FOOTPATHS/PLAY AREA   New kissing gates are due to be erected on Footpath 27 on 22nd January 2010 and the new Rights of Way Officer is looking for volunteers to help with this project.  Cllr. Laverick will contact John Osborn of the Footpath Group and anybody who can help will be very welcome. 

An application for 106 money has been made and Cllr. Mrs. Cannon has kept in touch with Mr. Bob Penny.  The suppliers of the proposed new equipment will hold the order.  There had been no meeting of the Sports Club Committee recently as not enough members were available to attend for a quorum.  Cllr. Mrs. Cannon had suggested to the Sports Club that some internal decoration of the pavilion would be welcomed and this had been taken on board.

 8. PLANNING  The Planning sub-committee has dealt with the following applications:

COL/1464/  Dydda House, Crown Street, Dedham

1465 L.B.

                    Replace 8 windows and single storey rear extension. 

 Comments: Recommend approval.

 

COL/1477   6, Dedham Meade, Dedham.

                    Extension and alterations to existing dwelling (re-sub. of 0610)

  Comments:  Recommend refusal (as before}. Little change to design.



COL/1503  Orwell, Long Road West, Dedham.

                    Additional rooms in roof space.

 Comments:  Issues to be addressed then recommend approval.

 

COL/1511    Silver Birches, Old Ipswich Road, Dedham.

 Comments:   Recommend refusal.  Poor design and over development of original

                      bungalow.

 

COL/1487     27 Forge Street, Dedham.

                      Single storey front extension.

 Comments:   Recommend refusal.

 

CBC has approved the following application:

 COL/0953   Land to East of Brook Street, Dedham.

                     Erection of barn.

 Proposed Allotments at Bridges Farm, Dedham  Following the extraordinary meeting of the Planning sub-committee the above matter was brought before the full council.  It was proposed by Cllr. Cannon, seconded by Cllr. Appleby, with all in favour THAT the allotment scheme for Bridges Farm, Dedham should go forward.

This was now a matter for the Allotment Association and the National Trust. A copy of the Allotment Association Rules & Regulations will be passed to the Parish Council.

 

9. REPORT OF BOROUGH COUNCILLOR  Council house repairs have been completed and all properties now have central heating.  There has been further disturbances from crowing cockerels in Monks Lane.

 10. PUBLIC REPRESENTATION  Cllr. White raised two queries on behalf of Mrs. Webber who was unable to attend the meeting.  In response to the query as to how access to the allotments would be limited it was pointed out that only members would be provided with a key to the gate.   So far as monitoring the tidying up at the end of the day it was confirmed that the NT Area Warden would have his office at Bridges Farm and would be in a position to keep an eye on the situation in addition to the Association itself.  Mrs. Webber will be provided with a copy of the Rules & Regulations of the Association which it was hoped would reassure her.    

11. ANY OTHER BUSINESS  Cllr. Stock queried the hard standing which has been provided on a field in Manningtree Road.  This has already been raised with the new owners of the land and is to enable lorries to park and load produce.  It was agreed that Mr. Harris of Highways be asked for an update on work progressed as a result of the village walkabout earlier in the year, particular insofar as Southfields is concerned.   A circular on recycling and waste collection at present being reviewed by CBC was passed to members for their information.  Details of proposed options were to appear in the Courier and residents were asked to complete a survey ion this respect.  Cllr. Garnett will check why the Courier has not yet been received in parts of the village.  CBC were to be congratulated on an excellent job of road sweeping in time for the Dickensian Evening.  A letter of thanks will be sent to Mr. James English. 

The new school hall had been opened by Lord Petre and the new premises had been much admired.   An accident at The Heath crossroads has prompted a further call for a “Stop” sign at the junction to replace the present “Give Way”.  This request has been turned down in the past but Cllr. Hindley will make another attempt to progress this matter.

 12.DATE &TIME OF NEXT MEETING  This will be held on Wednesday, 13th January, 2010, at 7 p.m. in The Assembly Rooms.    Mrs. Louise Parkin will attend.
