1.  APOLOGIES FOR ABSENCE   None.

2.      ELECTIONS

     Chairman   Cllr. Mrs. Guglielmi was unanimously re-elected.

     Vice-Chairman  Cllr. Moorhouse was proposed by Cllr. Cannon, seconded by Cllr. Mrs. West, and unanimously elected.

    Planning Sub-Committee  Cllrs. Cannon, Clover, Cort and Moorhouse were unanimously re-elected.  Cllr. Laverick agreed to attend meetings as required.

   Playing Field & Amenities Representatives Cllrs. Bradbrook and Osborn were unanimously re-elected.

   Finance Sub-Committee  Cllrs. Mrs. Guglielmi, Bradbrook, Laverick and West were unanimously re-elected.

   Footpath Representative  Cllr. Osborn was unanimously re-elected.

   Press Officer  Chairman and Clerk

   Emergency Co-ordinator  Cllr. Laverick agreed to continue in this post.

   Transport Representative Cllr. Moorhouse agreed to continue in this post.

   Dedham Primary School Representative  Cllr. Mrs. West agreed to continue in this post.

   Dedham Village Design Statement  Cllrs. Cannon, Osborn and Mrs. West agreed to act as Parish Council representatives. 

 3.      MINUTES OF PREVIOUS MEETING having been circulated were approved.

 

 

4.MATTERS ARISING

      (a)  Lamb Corner – Traffic Problems   Following a letter of complaint from the residents of Lamb Corner, County Cllr. Clover had discussed the matter with Mr. John Tupper of ECC.  Initially it was proposed that white lines and cats eyes be installed  which it was hoped would help slow the traffic, together with a SLOW sign on the Birchwood Road side of Lamb Corner. 

So far as the old problem of HGV lorries ignoring the weight restrictions was concerned, Cllr. Clover said that a proper survey should be undertaken by residents which could be presented as fact to the police.  Cllr. Clover had spoken to local companies whose drivers were as guilty as foreign lorry drivers and advised them that they will be monitored and stopped.  The police are aware of the concerns but need evidence.  Residents agreed to do what they can to collect information and a special form will be provided by Cllr. Clover for this purpose.  The Parish Council supported this action and  Cllr. Mrs. West agreed to be involved. Cllr. Laverick will monitor Long Road which was another problem area.  Cllr. Garnett endorsed C.Cllr.  Clover’s remarks and already had a considerable amount of data available.   A resident said he had purchased a speed gun, but in view of the fact that Essex Police had specifically advised they did not condone the use of these by private individuals the Parish Council could not support theuse of this.. C.Cllr. Clover hoped that the Essex and Suffolk rural roads would eventually be  excluded for use by HGV’s on the Satelite Navigation System.  Police Sgt. Middleton said that his role did not cover the traffic problems which Dedham had, but he would discuss the matter with the local Community Police Office, P.C. Everett.

  (b) Car Park Lighting  Those members who had looked again at the Mill Road car park lighting were of the opinion that although the orange lights installed were not as had been requested the need for lighting the car park was paramount.  It was agreed, however, that as the maintenance of the lights could only be carried out by ECC until March 2006 the Parish Council should enquire which of the parish lighting would be their responsibility after that time.  It was also agreed to enquire of ECC what the cost of white lights would be.

  (c)  SIDS    Details of the cost of purchasing SIDs have been provided by ECC but an elector, Mr. Anthony Marven, reported that these were available free of charge on application to ECC.  Mr. Marven agreed to obtain  further information

  (d) Neighbourhood Watch  A public meeting has been arranged for Tuesday, 14th June, in the Assembly rooms.

  (e)  Skateboard Park  A very successful meeting had been held with several young people making their views known and a committee is being formed under the new youth leader, Frauke Lehmeier.   A questionnaire for residents will be produced later in the year.  Details of guidelines obtained from Zurich Municipal Insurance will be passed on.

   (f)  Parking Problems – Dedham Primary School   An exchange of correspondence between the Parish Council, David Druitt (ex Chair DPS), Chris Bailey (Chair DPS) and ECC has resulted in a site meeting being arranged for 28th June.  The Parish Council has not yet received official notification of this from ECC.

 

5.  CORRESPONDENCE

   (a) Complaints re overgrown verges  Cllr. Garnett explained that this was due to the change over in management from CBC to ECC and that it was hoped the situation will be remedied and cutting will be done

    (b) Play Tennis Day  Dedham LTC wished to use the field next to the tennis courts for rounders and mini tennis on Bank Holiday Monday, 28th August. There was no objection to this.

   (c) 30 mph Gateways – Coggeshall Road   Mr. Morris, a resident from Coggeshall Road, enquired what progress had been made in this respect.  Cllr. Garnett said the matter was on-going.

  (d)  New Directory of Sports Clubs for People with Disabilities   Details of a new directory of clubs in the Colchester area for people with disabilities was available

 (e) East Essex Forum  Meetings for 2005 were provided and circulated to all   members.  The next meeting will be at the Venture Centre, Lawford, on 18th July.

  (f) Memorial Seat – Mr. & Mrs. Eley   It had been agreed that a memorial seat to Mr. & Mrs. Jim Eley will be placed by the church wall (near the map) and CBC have also agreed to provide a litter bin.  The vicar has agreed to have the overhanging trees trimmed back.

 6. DEDHAM SURGERY    The Constable Country Medical Practice applied for a reduction from two to one in the number of weekly surgeries in the Assembly Rooms.

A panel of two delegated Central Suffolk PCT Board met in public session at Dedham on 3rd June and decided against any further reduction in hours beyond those that have existed since the temporary surgery started in April 2004.  They have also indicated support for the patients’ representatives view that a suitable morning session be introduced in place of one of the two afternoon clinics.  The practice has also been made aware that when funding is finally secured and the new premises built the PCT will expect the practice to provide an appropriate service in Dedham under the terms of their contract.  The panel feels that communication with patients is most important and has asked that the practice explore ways to make this more effective.

 A meeting with Sandra Howard had been held and it was looking more hopeful that building of the new medical centre could go ahead in the not too distant future. The Parish Council needed to look at ways and means of raising the shortfall of over £30,000.

 7.   FOOTPATHS/PLAY AREA  The footpath grass cutting was continuing.

Cllr. Moorhouse had repaired a stile and a kissing gate.   Mr. Marven was asked to explain the new yellow footpath signs which had appeared along the Manningtree Road.  This, he said, was to remind walkers, etc. to keep to the designated footpaths and dogs on leads in order to protect the increasing wild life and ground nesting game birds in the area.

 An inspector from ROSPA had examined all pieces of play equipment and apart from a few minor adjustments, which were dealt with the same day, the play equipment was given the ‘all clear’ and the roundabout is again in use.  Members were invited to look at the ROSPA report.    Some money remained from the grants that were received and Cllr. Osborn would like members to consider how this should be utilised.

 9. PLANNING  The Planning sub-committee has dealt with the following applications:

 COL/05/0638  Anchor Inn, The Heath, Dedham.

                      Demolition of existing Public House.  Erection of three detached

                     Dwellings.  Re-submission of COL/04/1920

 COMMENTS:  ‘Called in’ by Cllr. Garnett.

 

COL/05/0902  Hallfields Farm, Manningtree Road, Dedham.

                     Conversion of redundant farm buildings to single storey extension.

 COMMENTS:  The Planning sub-committee is sympathetic towards this conversion,

                    With the exception of: 

1.      How the hallway between the kitchen and bedroom l. is to receive any natural light and ventilation.

                     2.      The fact that there is only one entrance/exit in this single aspect we feel raises Health &          Safety issues which need to be addressed by  the Applicant, the Planning Officer and the       .                         Building Control Officers regarding safe exit from bedroom 1. in the event of a fire.

                      If these issues can be satisfactorily addressed the Parish Council has no further objections.

 

LB/COL/05/0887  Mulberry House, Gun Hill, Dedham.

                      Bricking up of external door, replacement of windows and door.

 COMMENTS:  The Planning sub-committee is sympathetic towards most of the     

                     proposals except the blocking off of the door in the north elevation as

                     we feel there are Health & Safety issues which need to be addressed by

                     the Listed Building Officer and the Building Control Officer regarding

                     safe exit in the event of a fire.  If these issues can be satisfactorily

                     addressed there are no further objections.

 

 

10. REPORT OF BOROUGH COUNCILLOR  Arrangements had been made for the requested litter bin to be installed outside the school.  However this had been removed because the school had not considered it to be necessary.   The Environmental Agency will be looking at the filled in ditch at Appletree Cottage, Manningtree Road. 

11. PUBLIC REPRESENTATION   None

12. ANY OTHER BUSINESS   The Dedham Village Design Statement “day” had been very successful and the Chair to the Steering Group Committee had been elected.  It is hoped that the Steering Group Committee will be up and running by the end of the month.  Mr. & Mrs. Archer had agreed to prepare the “history” side of the Statement.       BBC Essex had asked for permission to park a Unit in Royal Square on 18th June whilst making a programme about the village.  There was no objection to this.    CBC had requested permission to park a Unit in Royal Square on 30th July in connection with their Draft Statement of Community Involvement.   There was no objection to this.            

13. DATE & TIME OF NEXT MEETING  This would be held on Wednesday, 13th July, 2005, at 7.30 p.m. in the Assembly Rooms.
