DEDHAM PARISH COUNCIL Minutes of Meeting held on Wednesday, 14th May, 2008, in the Assembly Rooms
Present:

P. Moorhouse, Mrs. K. Spencer, Ward Councillor: C. Garnett Parish Clerk Mrs. J. Flewin PCSO Natalie King Local electors 9 A vacancy existed due to the resignation of Cllr. Osborn. CBC had been informed and procedure agreed. Following a proposal by Cllr.R. Cannon, seconded by Cllr. Appleby, it was unanimously agreed to co-opt Mr. Brian Hindley to fill the vacancy. As a new Council the position of Chairman was vacant. It was proposed by Cllr. Stewart, seconded by Cllr. Mrs. Spencer, that Cllr. Moorhouse be invited to fill this post. However, before taking a vote Cllrs. Laverick and Cannon wished to clarify several points with regard to Cllr. Moorhouse’s views on taking the Chair, particularly insofar as planning matters were concerned. Cllr. Moorhouse indicated that he wished only to benefit the village as a whole and would not, as Chairman, be part of the Planning sub-Committee. He had served on several other committees and felt that his capabilities were quite adequate for the job. A vote on the proposal was taken with 4 for and 5 abstentions. After some discussion members agreed that as there had been no vote against the proposal Cllr.Moorhouse should take the Chair in order that matters could proceed. 1. APOLOGIES FOR ABSENCE None.2. 3. MINUTES OF PREVIOUS MEETING having been circulated were approved 4. MATTERS ARISING (a) Youth Bus The PCSO reported that matters were progressing satisfactorily. She will advise the Parish Council when training for staffing the bus has been completed. (b) Bus Shelter Cllr. Laverick was still awaiting a final quote from Mr. Greg Lane, but the other quotes he had received had both been over £500. This he felt was rather high but some parts of the bus shelter were in a worse state than expected. However, he will contact Mrs. Beeton of Rye Farm and hopefully have more information to bring to the next meeting. (c) Proposed Highway Rangers Members had been circulated with details of ECC Highways new initiative and Cllr. Laverick agreed to be the representative to liaise with the appropriate highway inspector regarding local needs. Mr. Maplestone will be advised. (d) Hedge Protection on sports field John Osborn and Cllr. Laverick have planted hawthorn and holly alongside Mr. McShane’s barbed wire on his boundary with the playing fields. (e) 106 Agreement Grant For the benefit of new members Cllr. Garnett gave a brief account of the history of the grant and explained that Dedham had £13,564 available for village projects. He suggested that an appropriate officer from CBC should attend the next meeting to advise the Parish Council on this matter. This was agreed and Cllr. Garnett will follow this up. |

5. CORRESPONDENCE (a) Lamb Corner/Ardleigh Road Traffic Calming Essex Highways advise that the additional signage at Lamb Corner has been ordered and will involve the upgrading of the existing and the addition of extra chevron signs to highlight the bend. Cllr. Garnett added that in response to public request the replacement street sign for “Birchwood Road” will include “Lamb Corner”. Cllr. Laverick asked if the sign could be placed by the hedge and not on the kerb to make it less vulnerable. (b) A letter of thanks was received from the Parish Church in respect of the donation made towards churchyard maintenance. (c) Friends of Historic Essex It was agreed that for £10 per annum the Parish Council should support this society. (d) E.A.L.C. It was agreed that the Parish Council should not join the Essex Association of Local Councils at this time. 6. REPORT OF PCSO A decision still needed to be made as to the siting of the youth shelter when funding was available. Members were asked to give consideration to this for the next meeting. 7. FOOTPATH/PLAY AREA A meeting of the Sports Club Committee would be held shortly. 8. DEDHAM SURGERY A 99 year lease should be signed before the next meeting and a complimentary medicine practitioner on site. The target of a medical unit remains and will continue to be sought. 9. As the Planning sub-committee had new members, Cllr. Cannon suggested it would be useful if the Clerk could contact CBC to obtain details of any planning training/information sessions planned for the future. |

11. REPORT OF BOROUGH COUNCILLOR Cllr. Garnett advised that the composition of the Borough Council had changed and no one party had control. How this “rainbow coalition” would affect rural and urban areas remained to be seen. He was pleased to report that the Borough had provided temporary toilets in the Mill Lane car park which would remain for the summer season and thanks were due to Cllr. Moorhouse who had allowed the use of his water services. So far as he was aware all costs in respect of the toilets would be covered by CBC. The sum of £300,000 was available for permanent toilets but how this would be allocated was not yet certain. Cllr Garnett hoped that the larger bell-shaped bottle banks would be installed before long in the coach park. 12. PUBLIC REPRESENTATION A query regarding the proposed allotments was raised as there was some disquiet amongst residents in Parsons Field about parking. Cllr. Moorhouse explained that no decision as to where the allotments might be had yet been reached. Planning permission would be necessary but a public meeting would be called when matters had progressed further. This scheme would be self-managing and not controlled by the Parish Council. 13. ANY OTHER BUSINESS A complaint about bad language on the playing field was again raised. This matter had been brought before the Sports Club committee on a previous occasion and our two representatives will raise the matter again at the forthcoming committee meeting. It was felt that the referee should be in control of players and visiting clubs made aware of the problem. It was also suggested that the PCSO should be asked to be in attendance whenever possible, particularly in the vicinity of the play area, when matches were being played. Cllr. Laverick will need to update the website and asked if members would provide him with a few lines about themselves and a photo for publication on the website. Cllr. Mrs. Cannon reported that dog fouling notices were now evident in Dedham Meade and she had contacted Colin Daines regarding the provision of a dog bin. Cllr. Garnett said that the situation in Monks Lane had improved to such an extent that a dog fouling bin was no longer wanted there. Cllr. Mrs. Cannon also asked the view of the Council on agricultural land being incorporated into gardens which seemed to be happening. Cllr. Garnett said that although policy in this respect has been relaxed somewhat the enforcement officer would still check on individuals if names and addresses were supplied. Mrs. Spencer asked about the “shrine” in Jupes Hill which many residents felt should be removed. It was agreed that this area (just under the railway bridge) was, in fact, still officially in Dedham. Enquiries would be made. Mrs. V. Webber, long-time Trustee of Barkers Almshouses representing the Parish Council, has retired and it was agreed that Mrs. J. Flewin (already a Trustee) should become the Parish Council representative thus giving greater scope for the appointment of a replacement for Mrs. Webber. 14. DATE & TIME OF NEXT MEETING The next meeting will be held on Wednesday, 11th June, at 7 p.m. in the Assembly Rooms. There being no other business the meeting closed at 8.20 p.m |
