Minutes of Meeting held on 14th December, 2011 in the
Assembly Rooms, Dedham.

1. APOLOGIES FOR ABSENCE  None. 

2. MINUTES OF PREVIOUS MEETING having been circulated were approved. 

3. REPORT OF BOROUGH COUNCILLOR  Cllr. Garnett thanked Cllr. Hindley for representing him at the opening of The Holiday Inn Express, Dedham.  Cllr. Hindley said the 101 bedroomed inn offered excellent accommodation for bed and breakfast.  The manager is willing to assist the local community and is keen to enter into dialogue with a company interested in their building for the expansion of broadband in the area.  Cllr. Hindley has passed the details on.  Cllr. Garnett reported that Mr. Geoff Kirby had left and Section 106 money management was now in the hands of Mr. Dale Keeble.  The Parish Plan has been recommended for acceptance and will go before the full Council for approval.  An update on the state of the Council houses is still awaited but the majority are now well up to standard.  A dog bin has been requested for installation in the High Street at the entrance to Bridge Farm Lane – opposite the Assembly Rooms.  It is not clear if the bin from Pennypot has been moved to a new site by the Mill Lane car park.  Cllr. Appleby will e-mail details to Cllr. Garnett. 

So far as the smells in the High Street are concerned Cllr. Garnett has taken the matter to the Borough through the Chief Executive’s department.  It is hoped that they will contact the Chief Executive of AWA/Veolia in an effort to get this on-going problem resolved.

 

4. MATTERS ARISING 

   (a)  Duchy Barn Shed  Work on the refurbishment will start in January.  A total of £15,940 has been collected through grants and private subscriptions.  Members were disappointed that there has been no response at all from the Youth Club or the Cricket Club who will benefit most from the work to be done. 

  (b)  Speed Survey  A survey over three days has been carried out at Shoebridge Hill and the overall results show that the majority of people are travelling within the speed limit.  A small proportion travel 3l – 36 mph and a tiny group of individuals  are travelling at 36 mph.  With these figures there would be no action from Highways.

PCSO Hibben will be monitoring the area in the near future.

 (c)  Diamond Jubilee  Village plans are in hand for the celebration of the Queen’s Diamond Jubilee.  These will include fireworks and other entertainment to be announced next year.  Mrs. Beth Mitchell and Mrs. Jill Strangward would appreciate offers of help.

5HAVE YOUR SAY  Footpath 18 has not been reinstated after being ploughed.

Cllr. White will contact the farmer concerned.  Rubbish is again finding its way onto this footpath behind Forge Street and several fingerposts are in need of attention.

Cllrs. Laverick and White will look into this.  The bus stop which was installed has now been taken down and no further information is to hand. 

6. PARISH PLAN  - Action Progress Summary 14/12/11 

RL – Transport (Bus Services)- Letter in hand with Bus Company re issues.

RL – Roads & Traffic – There have been further police speed checks including Shoebridge Hill.

RC – Planning (Housing)  - Awaiting copy letter and survey from RCCE ready for distribution.

RC – Planning (Developments) – Meeting to be arranged to address issues with CBC.

Planning – (Listening to Locals) – Confirmation now received that the Parish Plan will be incorporated as adopted guidance into planning process at CBC.

RL – Public Services & Amenities (Salt bins) – Salt has now been supplied and currently stored at SW house ready for distribution or collection.

 

 

 

7. CORRESPONDENCE  The damaged metal bollards along the Drift need replacing and a letter on this matter has been received from the Sports Club.  An alternative form of barrier is being investigated by the Parish Council, i.e. a wooden barrier similar to that at the Royal Square end.  Consideration is being given to applying for 106 money to fund this. 

8.  REPORT OF PCSO  Incidents for the month of November were minor and included neighbour nuisance, thefts of diesel, motorbike, cash box and index plates and assault.  There were no problems with the Mill Lane car park. 

9.  FOOTPATHS/PLAY AREA/SPORTS FIELD  The footpath from Anchor Lane to East Lane has now been re-surfaced.   Some adverse comments have been received but it has been pointed out that the surface will allow re-growth of vegetation over the next year or two without impairing the footing.  Mention of this will be made in the parish magazine.   The gate to the play area has been re-hung and is much more robust.

11. PLANNING  The Planning sub-Committee has dealt with the following applications:

 .COL/2147  Rose & Crown, Crown Street, ?Dedham.

                     Demolish of Public House and erection of three dwellings.

 Comment:   Recommend refusal.

 

COL/2254   Peartree Cottage, Coopers Lane, Dedham.

                     Kitchen extension and garden room.

 Comment:   Recommend refusal.

 

COL/2096   IvyDene, Ardleigh Road, Dedham.

                     Ground floor rear extension.

 Comment:   Recommend approval.

 

COL/2162   Crown House, Crown Street, ?Dedham.

                     Removal of Planning Permission for enclosure to existing swimming pool. 

Comment:   Original objections still stand but if approved this will be the final replacement application.

 

The following applications were approved by CBC.

                    Single storey front extension and two/single store rear extension.

 

COL/1439   The Sun Inn (LB) High Street, Dedham.

                     Partial re-build of boundary wall.

                      Side fireplace extension and rear sunroom extension.

 

COL/1679   Hillside, The Heath, Dedham.

                    Detached garden room.

 

COL/1533  Bemmerton, Coggeshall Road, Dedham.

                    Rear and front extension and new garage.

 

The planned meeting with CBC on the subject of enforcement was cancelled and a new date is being negotiated for January.   RCCE have now produced a questionnaire and covering letter related to housing needs for distribution within the village.  This will be followed up at the next meeting.

 

 

12. ANY OTHER BUSINESS   Following a personal upsetting experience Cllr. Appleby felt strongly that there was little or no provision for the elderly or disabled to cross the High Street in safety.  He felt that traffic was travelling too fast and pedestrians who were not moving quickly were exposed to danger. All members agreed that elderly and disabled pedestrians were vulnerable but did not necessarily agree that the speed of traffic was the problem in view of the fact that the parking either side of the road tended to force vehicles to slow their speed particularly where the road was extremely narrow often allowing single lane traffic only.   Traffic seemed to be entering and leaving Mill Lane with reasonable care and it was pointed out that the footpath and road surfaces there and in Princel Lane had been in need of maintenance for some time with no response from Highways or CBC. There was lengthy discussion by members and residents as to how matters might be improved - a difficult question in the light of current financial restrictions and no available funding.  It was also pointed out that any major alterations to the ethos of the village would be hugely unpopular and unlikely to be allowed.  Cllr. Hindley agreed to obtain details of the criteria for the installation of zebra crossings for a future meeting.

Mr. Trimmit (David White) will be asked to cut the Book Street hedge at a convenient time.  Approval was given to a request for an A-sign advertising Munnings Museum during its open season.   Dedham Primary School’s various productions for Christmas had been excellent and all members agreed with Cllr. Dempsey that Dedham was lucky to have such a flourishing primary school.

Phil Bland will mulch Christmas trees in the Mill Lane coach park on 7th January 2012, between 1 and 2 p.m.   

13.  DATE & TIME OF NEXT MEETING  This will be on Wednesday, 11th January, 2012, at 7.30 p.m. in The Assembly Rooms.
