1.  APOLOGIES FOR ABSENCE received from Cllrs. Mrs. Guglielmi, R. Cort and J. Osborn. 

2. MINUTES OF PREVIOUS MEETING having been circulated were approved and signed.                                            

3. MATTERS ARISING

     (a) Recycling Units  This matter has been raised with the Portfolio Holder CBC and the matter is ongoing.

     (b) Public Toilets  Cllr. Garnett has discussed this matter with the Portfolio Holder and hopes for some recommendations to be presented in the near future.  Members reiterated their firm desire for public toilets to be sited in the Mill Lane car park as well as in the recreation ground.  Photos of National Trust public toilets were shown and Cllr. Garnett will continue to press the matter.

    (c)  Village Seats  Cllr. Mrs. Cannon advised that these will receive attention in the near future.

    (d)  Traffic Vulnerable Properties   Following the accident at Lamb Corner and the request for some form of “protection” for the property involved  Highways have carried out an investigation and feel that a safety barrier would not be a suitable solution as the layout of the road could contribute to vehicles hitting the barrier and flipping over it.  They  propose installing further signage to warn drivers of the bend and a SLOW carriageway marking to reinforce this adjacent to the existing bend warning sign.  Plans showing the proposals were discussed and it was agreed that under the circumstances these measures should be approved.

 4. CORRESPONDENCE

 (a)    Complaint re Mill Pond area  A resident in The Mill has complained about noise, camping and fire lighting in the meadow and kyaks.  The Parish Council has no jurisdiction in any of the areas concerned and the matter was passed to the Dedham Education Foundation as owners of the land.  They feel that should the situation warrant it they might be prepared to put up relevant signs, but it has been pointed out to the resident that overnight camping is quite legitimate for those fishermen who have paid for a licence and there is no evidence to prove that general camping is taking place.  Traditionally Kyakers have used The Mill pond at certain times and were usually supervised.  However the situation will be monitored by The Dedham Educational Trust. 

(b)    August Bank Holiday  A letter of thanks from Judith Fowles for the co-operation of all concerned in making the Bank Holiday event such a success was read to the meeting.  There had been some problems at the Marlborough Head which had been reported to the Environmental Health Department and the Licensing Authorities but this was a separate incident and had not marred the day.

 

 5.  FOOTPATHS/PLAY AREA  Cllr. Laverick proposed that footpath maps should be displayed on the new village noticeboards when installed.    This suggestion was unanimously approved and the cost involved of £47.50 plus VAT. agreed.   Cllr. Moorhouse had reported to Cllr. Osborn that gates (56 Gates/sea wall) had been vandalised allowing cattle to roam.

 6. DEDHAM SURGERY  Once BT has finished their cable laying in Manningtree Road the road surfacing programme will resume and it is hoped that the footway will be installed at the same time.   A car advertised for sale on the verge of the surgery building had been removed.

8. PLANNING     The Planning sub-committee has dealt with the following applications:

                         Construct carport and new access to highway.

 Comments:       Recommend refusal until highway issues can be addressed.

                         Demolish garage and erect new extensions.

  Comments:    Site meeting with applicant, modifications to be submitted.

9. REPORT OF BOROUGH COUNCILLOR  Cllr. Garnett was of the opinion that the Parish Council should write to Mrs. Turnbull asking her to reactivate the meeting so that brown signs can be discussed more fully now that we have ideas as to what is required.  It was agreed that this matter should be placed on the agenda for the next meeting.

 The new litter bin is in place in Stratford Road and a new bin should by now be in the recreation ground.  Following the visit by Mr. English, Cllr. Garnett said that road sweeping could be forward planned for a specific time. This would  mean ensuring that residents were given ample notice of timings in order that they may park their cars elsewhere for that period.  It was suggested that an early warning notice of the scheme be detailed in the parish magazine once a date has been agreed.

 The direction signpost at the junction of Long Road with Ardleigh Road will be replaced and following inspection the handrail alongside The Brook beside the Craft Centre is deemed unsafe and will be repaired.  The problem of dog fouling and noisy geese in Monks Lane has been passed to the Enforcement Officer. Hedges on Grove Hill have been trimmed.

 10. PUBLIC REPRESENTATION   None.

 11. ANY OTHER BUSINESS  Cllr. Mrs. Cannon reported that following her complaint to BT the red telephone box in the High Street has been repainted.  Unfortunately the handset was missing and this has been reported to BT.   She is experiencing difficulties with keeping “No Smoking” signs posted in the bus shelters.

In view of the heavy fines which can be levied if signs are not visible she has been advised to write giving details of place and date where signs were displayed to cover the Parish Council should an inspection take place.  Litter bins have in the past only been cleared on Saturday and Sunday which was insufficient during summer months.  With the agreement of the chairman Cllr. Mrs. Cannon has negotiated an emptying of the bins on a Wednesday from April to October at a cost of £6.86 per week.  

Cllr. Garnett reported that Homewood House was now emptying the glass bins in the Mill Lane car park more frequently which it was hoped would alleviate problems with broken glass.  Cllr. Mrs. Cannon reported that the Coggeshall Road sign was missing. CBC to be contacted.  

 Cllr. Robert Cannon said that following a site meeting with Sonia Church of Highways the parish “gates” will be moved to a site just beyond Old Hall, Coggeshall Road.    This has been an on-going problem for several years and the re-siting will be welcomed.  The 30 mph sign in Coggeshall Road is obscured and a request was made for this to be placed on the parish gates.  ECC Highways will be approached with this suggestion.   Cllr. Cannon also reported that small 30 mph repeater signs will be positioned at the approach to The Heath crossroads.

Cllr. Marrison felt that the speeding along Long Road was extremely dangerous and wondered if the police would operate a radar check in that area.  Cllr. Laverick said that Speedwatch had made several visits to Long Road and had reported many speeding cars.  It was also suggested that the Parish Council should investigate having a further visit of the “on loan SID” once the road re-surfacing work had finished.

It was agreed that this would be discussed at a later date. 

12. DATE & TIME OF NEXT MEETING   The next meeting will be held on

24th October, 2007, at 7.30 p.m. in The Duchy Barn. 

Councillors were asked to complete a new Notice of Registerable Interests under the new Model Code of Conduct Order 2007 and return to the Clerk as soon as possible.

 There being no other business the meeting closed at 8.45 p.m.
