Minutes of Meeting held on Wednesday, 12th May, 2010 in the Duchy Barn

1. APOLOGIES FOR ABSENCE received from Cllr. A. Stock, Ward Cllr. Garnett and C.Cllr. Mrs. Brown.

2. ELECTIONS   As all councillors had expressed their willingness to stand for re-election it was proposed by Cllr. Laverick, seconded by Cllr. Dempsey, with all in favour, THAT all members be re-elected to the internal offices which they currently hold.  These are as follows:

3. MINUTES OF PREVIOUS MEETING  having been circulated were approved 

4. MATTERS ARISING 

   (a)  Bad Smells in High Street   Anglian Water had responded to the Parish Council’s enquiry about odour monitoring which has been taking place since early February 2010.  To date they still have loggers in the Stratford Road discharge manhole and in the manhole in the High Street.  They now have six weeks of data and will download a further two weeks of data once the loggers have been removed (soon).  They are happy to present their findings at a meeting in the near future.  Cllr. Mrs. Cannon will liaise and also make further enquiries about the existence of old sewer maps.  Meanwhile Cllr. Appleby will continue with the meteorological study.

Cllr. White advised he had had two reports of bad odours detected during the last month. 

  (b)  Salt Bins   Cllr. Laverick had approached Borough again on the question of salt bins which are available at a cost of £350 each.  Dedham has been provided with several new bins this winter but it is unlikely that any further free bins will be made available. 

  (c)  Duchy Barn Shed   Cllr. Laverick has written to Rev. Moate outlining the proposals for the progressing of repairs to the Duchy Barn Shed.  Rev. Moate is very happy with the suggestions made so far and will give all the support he can.  Unfortunately neither Hugh nor Roger Barrell are able at this time to be part of a Committee but Mrs. Cannon was glad to advise that Mr. John Goldsbrough from the Sports Club and Mr. Bob Leeds, a structural engineer, had agreed to join them.  It was also suggested that Mr. Roger Moss, a representative from the Cricket Club, should also be approached.  Cllr. Mrs. Cannon will follow this up. 

  (d)  Verges   Borough have not yet made an inspection of the site in Long Road East.  Cllr. Cannon will give a reminder. 

  (e) Off-set cross roads/ Coopers Lane  A response from Ray Smith of Highways

indicates that the issue will be investigated and a full response made by 21st May.

Cllr. Hindley will follow this up and will contact Mr. Smith with a view to joining him on any site visit. 

 

5. PARISH PLAN  In his absence Cllr. Stock’s written report was read to the meting.  The consultation day had been a great success and over 100 persons attended which included all ages from all parts of the village. All enjoyed an exhibition of historical pictures provided by Dedham Muniment Society and congratulations were due to the photographic and logo competition winners.  The next phase of the Parish Plan process will be to seek input from this first public consultation day and the committee will be meeting shortly to commence this phase.  The final stage in about 12 months will be the publication of the results and then the progressing of some of the suggestions.  Ideas can still be submitted up to 30th June on www.dedhamparish plan.org.uk. 

6.  CORRESPONDENCE   

   (a)  Waiting Restrictions – High Street    A letter from Highways advised that although the order had been published the proposed change in waiting restrictions in the vicinity of The White House, High Street, will not now take place due to a request by the resident for a drop kerb in front of a garage not to be included in the yellow line scheme.  This meant that a parking bay will exist and will be used by the resident which will create a block of the sightline coming from the centre of the village.  It was pointed out that the “garage” was in fact a “workshop” and had been sold as such.  It was therefore supposed that cars would not be housed there.  Cllr. R. Cannon agreed to follow this up with Mr. Simpson of Highways.   

7. REPORT OF PCSO   Our PCSO was pleased to report that having finished the proficiency course he was now able to ride a bike.  He awaited delivery of a machine.

There had been some vandalism of political signs during the recent Government Election.  Tim Goodwin who headed up the Stroganoff Operation had visited Dedham.  This Operation paid particular attention to rural crime and a number of measures would be introduced, such as increased patrols through the sports field, etc. should result.   Now that the summer period has started Parking Enforcement Officers have been asked to visit the High Street more frequently. 

8. FOOTPATHS/PLAY AREA   Cllr. White had walked Fpth. 18 with Mr. Botelho following complaints that it had not been reinstated following the potato planting.  This will be resolved with the farmer.   

Following the Parish Council’s suggestions regarding the re-positioning of the dog litter bins Cllr. Mrs. Cannon has received the approval of the Boathouse Restaurant to the placing of a bin in the Mill Pond car park opposite their entrance.  CBC has agreed to repair the broken bin and re-site to the right of the main entrance of the Mill Lane car park.  The Parish Council will, with the agreement of the landowner, accept responsibility for placing a notice on the north side of the bridge advising walkers of the nearest bin.  It is hoped that this will go some way to stopping the fouling of the riverside footpaths.

10. PLANNING   The Planning sub-Committee has dealt with the following applications:

              0667        Westview Cottage, Long Road West, Dedham.             

                               Demolish existing property and erect 5 bedroom property with double garage. 

             Comment: Concerns over height of roof and garage (as for previous application)

                               Otherwise recommend approval (previous application for dwelling already

                                approved).

 

             0529          Brambles, Long Road West, Dedham.

                               Conservatory (Property in AONB) 

              Comment:  Recommend approval.

 

              0735          Shepherds Lodge, Coles Oak lane, Dedham. 

                                Removal of Condition 3 – property for tenant with agricultural connections 

             Comment: To be discussed and voted on by all Councillors at DPC meeting.

 

              0797          Blackthorn, Ardleigh Road, Dedham. 

                      Demolish single storey building and erect new two storey four-bed detached dwelling with new detached garage. 

Comment:  Recommend refusal – over development of site.  Cllr. Dempsey to report following discussion with neighbours.

 

   0806             Silver Birches, Old Ipswich Road, Dedham. 

                        Retrospective application for Change of Use from woodland to garden to

                        include retention of workshop, cart lodge, storage container gates and fencing. 

   Comment:   Recommend refusal

 

  0703              St. Davids, Long Road West, Dedham. 

                        Single storey rear extension. 

  Comment:    Recommend approval.

All members of the Planning sub-Committee will attend the DV&SV Conference which will be held on 26th May, 2010.

 

11. REPORT OF BOROUGH COUNCILLOR  In his absence there was nothing to report. 

12  PUBLIC REPRESENTATION  A resident queried the Borough’s housing policy in respect of rural villages in view of the numbers of small cottages, etc. which were being swallowed by much larger houses changing the face of the village.  Cllr. Cannon referred to the previous meeting when he had asked for a mandate from the Parish Council to press for a better mix of housing for Dedham with the Local Development Framework currently being issued.  Little attention is being paid to the Village Design Statement and at present smaller properties are being swallowed by large houses when what is required are properties to enable residents to downsize and young residents to stay in the village.  He will continue to pursue the matter. 

13. ANY OTHER BUSINESS   “Dedham Films” is a new Society about to be launched in Dedham which aims to present a programme of films, screened monthly, which will bring people of all ages together.  A committee has been formed under the chairmanship of Jacqui Freeman and the venue will be The Assembly Rooms and refreshments will be available. It is hoped to start in September and the entrance cost will be £3.50.  The Society will be non-profit-making and any surplus funds will be ploughed back in creating additional events such as Saturday morning viewing for children or family afternoon events.  Financial support was sought from the Parish Council to help with the setting up costs of approx. £1,000.  The Parish Council was enthusiastic about the venture but would like more information before discussing funding.  Cllr. White was happy to take this back to the Dedham Films committee. 

The updated Emergency Plan will be distributed after the meeting.  A request had been made that Borough should be asked if the small sweeper which cleans The Drift could also tidy by the Sports Pavilion.  Cllr. Mrs. Cannon will make enquiries.  Cllr. Laverick had attended the Transport meeting.  It was reported that special travel cards were now available for those aged from 5 – 19 years enabling them to travel on buses half-price throughout Essex any time of day.  These were available through nominated outlets and further details will be published in the Parish Magazine.   It was hoped that the Hoppa Bus would be brought back into part-year service and that it would be routed to link with the East Bergholt Medical Centre. 

The Sports Club has suggested that the Parish Council should provide a permanent notice stating that there was only limited parking at the pavilion should be permanently sited at the entrance to Southfields as they felt that their temporary notice warning of flooding had reduced the parking problem.  After some discussion members felt that if this was the case the Sports Club should provide a notice which they could put out on match days rather than have a permanent sign.  It was the responsibility of the Sports Club as they were creating a situation  which impacted on the public.   Rabbit holes were causing a nuisance on the playing field but there was little or nothing one could do to stop this. 

14.  DATE & TIME OF NEXT MEETING  The next meeting will be held in The Assembly Rooms on Wednesday 9th June, 2010.   Time to be confirmed.
