Minutes of meeting held on 12th May 2005

Flewin Electors 14 Prior to the Parish Council Meeting two representatives from CBC Planning were present to give a brief summary of the CBC Draft Statement of Community Involvement. Mr. Dave Cookson started by advising that the Planning Office will be moving from Lexden Grange to Angel Court in the summer. The Government has introduced a new planning system across the country as a whole and is trying to involve whole communities in the planning process. The question was how should the community of Colchester be involved and to this end the Draft Statement had been produced. A copy of the document was with the Parish Council, available for perusal at all libraries, On Line and CD. All residents were asked to read the draft document and complete a questionnaire expressing their views on the content. This was an important document and responses will be analysed in order to ensure more involvement of the public in the planning procedure. CBC needed to know how to improve public awareness and procedures for giving the public an informed opportunity for planning consultation. Leaflets and CD’s were made available for members and the Chairman thanked the speakers for attending. 1.APOLOGIES FOR ABSENCE received from Cllr. Clover. 2. MINUTES OF PREVIOUS MEETING having been circulated were approved. 3. MATTERS ARISING (a) Skateboard Park A public meeting will take place in the Assembly Rooms on Tuesday, 17th May, at 7.30 p.m. when it is hoped residents will make their views known. (b) Speeding in Dedham Information regarding SIDS (a “smiley face” Speed Indicating Device) and VMS (a trailer mounted speed indicator) has been circulated to all members and will be fully discussed at the next Parish Council meeting. (c) Neighbourhood Watch A public meeting has been arranged for Tuesday, 14th June. This will be discussed at the next Parish Council meeting. (d) Badgers – Manningtree Road CBC is currently in discussion with DEFRA and the area is being inspected on a regular basis. 4. CORRESPONDENCE a) Dedham Run 2005 In response to an appeal from the Fun Run committee it was unanimously agreed that the sum of £50 be given to the Dedham Run 2005 for a trophy. All proceeds from the event will go to Dedham Primary School. (b) Visitor Information Centre CBC advise that a new improved visitor information centre will shortly be opening in Colchester but will be temporarily located at Tymperleys Clock Museum. (c) CCVS Community Transport Scheme CCVS has two wheel-chair accessible minibuses and a pool of volunteer drivers who use their own cars to transport members on shopping trips, visits to doctors, hairdressers, etc. An item will be put in the magazine and notices displayed on boards. (d) Attended Freighter This will be sited in Parson’s Field on 2nd July and 5th November from 9.15 a.m. to 10.30 a.m. (e) Shuttle Bus Service – Dedham Vale & Stour Valley Project Funding has now been secured for a trial bus service for a period of three months. To be known as the Dedham Vale Hopper it will follow an anticlockwise circular route from Manningtree Station via Flatford, East Bergholt, Stratford St. Mary, Dedham, Lawford and Manningtree, stopping at local facilities and attractions along the way. A Day ticket (£2) will allow passengers to hop on and hop off as they please. The service will run on four days a week from 1st July to 30th September. (f) Brownies Cake Stall Permission is requested by the Brownies for a cake stall in Royal Square on 18th June, at 3 p.m., to raise funds for Childline charity. There was no objection to this. (g) Memorial Seat for Mr. & Mrs. Eley This will be discussed further with all interested parties and reported on at the next meeting. (g) Traffic Problems – Lamb Corner, Birchwood Road, Grove Hill A late letter written on behalf of local residents needed studying and it was agreed that this would be referred to the next meeting to give Councillors time to consider the matter. |

5. DEDHAM SURGERY The next Steering Committee meeting will be held in the Duchy Barn on 6th June. This subject will be fully discussed at the Parish Assembly which follows. 6. FOOTPATHS/PLAY AREA The grass cutting of footpaths was going well. All play equipment is to be officially inspected by the Health & Safety Executive on 12th May after which it is hoped that the roundabout will re-open. 7. ACCOUNTS It was proposed by Cllr. Bradbrook, seconded by Cllr. Osborn with all in favour THAT the following accounts be paid: £ Mr. A. Hodson – Gen. Maint. hours worked in April 140.00 Footpaths 250.00 Mrs. O.M. Ruff – Litter 165.00 Cllr. R. Cannon - Expenses re Planning 37.86 Income: ECC Project Grant £1,000 Precept – Half year 8,000 8. PLANNING The Planning sub-committee has dealt with the following applications: COL/05/0686 Heath Farm, Long Road East, Dedham Provision of cart lodge and field shelter. COMMENTS: Provided that the roof materials are the same on both structures, i.e. clay pantiles or natural slate, the Parish Council has no objection.
COL/05/0662 Lindisfarne, Monks Lane, Dedham. Loft conversion. COMMENTS: The Parish Council is concerned about the finish to the covered way overlooking the front of the property below the high level windows. It should be of a similar finish and colour to the existing wall finishes. Apart from this point there are no further objections.
COL/05/0707 Winneygreen, The Heath, Dedham. New front porch, formation of two new d++ormer windows. COMMENTS: Provided there is no increase in the ridge height and the tiles to the dormer match the existing roof tiles the Parish Council has no objection.

10. PUBLIC REPRESENTATION A resident reported that users of the Sports Club were parking in Manningtree Road and that cars too near the junction with Crown Street/Brook Street could cause problems with oncoming cars. It was felt that this was part of the overall parking problems which the Sports Club had and was likely to be ongoing. It was requested that the Sports Club be asked to request their members to exercise care wherever they park their vehicles. There was a request that the bollards outside the pavilion be made more apparent and it was agreed that Andrew Hodson should purchase some fluorescent strip for the bollards. HGV lorries were still a problem in Mill Lane and the village generally, particularly from Dutch lorries. As reported at the last meeting ECC Cllr. Clover is looking into their use of Satellite Navigation systems. Meanwhile Cllr. Garnett would still like information regarding HGV’s in Dedham to be passed to him. 11. ANY OTHER BUSINESS Castle Hill is still the cause of much complaint from road users and it was agreed that a further letter be sent to Highways. The pavement in Stratford Road is overgrown and needs attention. Cllr. Laverick reported that the website is working quite well and reminded members that he needed the promised information plus photo from each councillor for publication on the website. He is also in the process of updating the Emergency Plan. In response to a query from Mrs. Fowle Cllr. Cannon said that the Parish Council is proposing to produce a Parish Plan and any information she is gathering via the Village Design Statement would be helpful and of use in the future. A new fruit and vegetable shop known as Victoria’s Plums has opened in the village. 12. DATE & TIME OF NEXT MEETING The next meeting will be on June 8th at 7.30 p.m. in the Assembly Rooms. There being no other business the meeting closed at 8.30 p.m.
