 The Chairman welcomed new member Cllr. Cort, who has filled the vacancy created by the resignation of Mr. Drummond.

 1.APOLOGIES FOR ABSENCE received from Ward Cllr. Garnett and Cllr.Laverick

 2. MINUTES OF PREVIOUS MEETING having been circulated were approved.

 3. MATTERS ARISING    

          (a) Village Pump  It was hoped that the repaired village pump will be back on site by  the end of the week.

          (b) Trees in Parson’s Field  CBC has agreed to put guards round the vulnerable trees in Parson’s Field.

           (c) Skateboard Area  Tendring Hundred Water have responded positively to the parish enquiry regarding the land opposite the Assembly Rooms.  They had no objections in principle to the area being used for the purpose of a skateboard park and would require no more than a token rent for any non-profit making beneficial use by the public.  Cllrs. Mrs. West and Moorhouse will investigate the availability of grants, etc. to see if the project is viable before proceeding further.  A letter of thanks will be sent to THW.

             (d) Brook Street Hedge  A great deal of discussion took place in view of the obviously strong objections being raised to the cutting back of the hedge in Brook Street.  Many residents were against the proposal and Cllr. Osborn reported that the cost would be in the region of £500 for the whole length of the hedge to be lowered.  Many residents felt that such action would have no effect on reducing vandalism and would greatly spoil the appearance of the approach to the village.  It was proposed by Cllr. Moorhouse, seconded by Cllr. Clover, with 6 in favour and l abstention, THAT the hedge in Brook Street be left as it is and should be maintained in the same manner as in the past.

 

 

            (e)  Youth Club  The Chairman read to the meeting an interesting report on the Youth Club from Mr. Kevin Taylor.  This gave a resume of the aims and intentions of the club which was attended by an average of up to 40 young people each week.  Mr. Taylor was happy to report that the club’s application for a grant under a programme of the Department of Education and Skills had been successful and they will receive £7,000 to enable them to obtain the services of an experienced youth leader.  The Youth Club in Dedham was eligible because the young people who attend live in a rural area and suffer a degree of isolation because of this.  Isolation and Access is one of the four criteria laid down for eligibility in applying for a grant.  This grant is for 2005 only and the Committee will be looking at how the club can be funded from 2006 onwards. 

Following on from the discussion re the hedge in Brooks Street the question of lighting in the vicinity of the Duchy Barn was discussed.  Cllr. Clover was against any form of permanent or security lighting but was not averse to the suggestion that an exterior light on the Duchy Barn for use when the Youth Club was in session would be desirable.   It was unanimously agreed to write to the Duchy Barn Committee asking that consideration be given to an outside light on the play area side of the Duchy Barn for specific use.           

         (f)  Car Park Lighting   CBC had been informed that for several weeks before Christmas there had been no lighting at all in the Mill Lane car park as new poles had been erected and the low level lighting discontinued.  Within a short time sodium lights were fitted to the poles which were totally unsympathetic to the area and were on all night.   At all site discussions with CBC it had been stressed that any lighting should be sensitive to the surrounding area and should not be on after 9.30 p.m. and Mr. High had advised that CBC were well aware of the particular needs of Dedham.

It was agreed that a letter be sent to Mr. High, Lighting Officer for CBC, asking for his comments and requesting that timers be fitted whatever the lighting.

 Following an accident by a resident it would also be requested that a dropped kerb be placed at the end of the footpath where it joined the car park by the disabled parking area.

              (g)  Speeding in Dedham   In response to a complaint from Mr. Carouth to the Chief Superintendent, Essex Police (Sgt. Middleton) has stated that Dedham would be observed more closely with surprise visits both day and night and speed cameras will be set up without notice.

             (h)  Highway Matters   CBC will look into the question of the sightline at The Heath crossroads, have agreed to put in a dropped kerb along Crown Street and have placed an order for a replacement of the Crown Street/Brook Street nameplate opposite the junction with Manningtree Road.   So far as a nameplate for “Church View”, Long Road West, is concerned this is a matter for the Rural Housing Trust and should be taken up with them. 

 

 

4. CORRESPONDENCE

             (a)  Plant Sale   Dedham Horticultural Society requested permission to hold a plant sale in Royal Square on Saturday, 7th May, from 8 a.m. to lunch time.  There were no objections.

             (b)  Colne Housing - re land in Crown Street   A letter from Iceni Homes advised that Colne Housing has been granted further funding from the Housing Corporation for additional housing on the Crown Street site, originally considered for the surgery project.  They suggest that the housing survey demonstrated that the village could support 6 new units of accommodation and this site would not be subject to a Section 106 Agreement specifying the criteria on which applicants were to be selected.  They sought the support of the Parish Council in going forward with a project for additional affordable homes.

 All members felt that the time was not appropriate for such a consideration and the main focus should be on the completion of the proposed surgery in Manningtree Road.    There would need to be a public meeting and assurances regarding the allocation of any such accommodation.  It was proposed by Cllr. Moorhouse, seconded by Cllr. Clover, with all in favour, THAT further affordable housing in Dedham will not be considered or discussed until the Parish Council receives a written firm commitment to start building the new surgery in Manningtree Road.

           (c) New Waiting Restrictions - Parson’s Field  Work on the new waiting restrictions on the approach to Dedham Primary School has begun.  A resident stated that large vehicles were having to back up from outside the school although the plans showed the retention of the turning bay.    Mr. Bowers promised to look at the plans.

           (d) Community Bus  In a letter of thanks for the Parish Council’s support of the community bus Mr. Sharp said that the bus had travelled to Europe and many parts of England and continued as a non-profit making service operating at the same tariff set up 7 years ago.

           (e)  Parish Awards Scheme 2005/06   Information regarding the next allocation were passed to Cllr. Mrs. West.

           (f)  Information   Other items available to members - new Colchester car park charges, Colchester 2020 meeting, ECC Winter Road Service schedule, East Essex Forum Report, CBC Annual Statement of Accounts.

 

 

5.  DEDHAM SURGERY  Cllr. Osborn said  there was some concern that the allocated surgery times for Thursdays in the Assembly Rooms were not being fully used.  This could reflect badly on the needs of the community and every effort should be made to use the Assembly Rooms whenever possible.  There was still a question mark against the full funding of the proposed new surgery but the Steering Group were continuing to work very hard on this.  Tenders had been sent out by Colne Housing and contracts should be awarded in 6/8 weeks.   Cllr. Cort agreed to join the Surgery Steering Group. 

FOOTPATHS/PLAY AREA   Money was still available from the PPP allocation and Cllr. Osborn wished to be advised of any footpaths known to be in need of attention.  An insurance claim would be made regarding the vandalism in the play area.   Work was progressing on the roundabout which it was hoped would be installed by Spring.

Hall Farm Shop, Stratford St. Mary.     Cllr.Moorhouse drew attention to a planning application from Hall Farm Shop, Stratford St. Mary, for a Coffee Shop, extension of car parking facilities and renovation of outbuildings, which has been submitted to Babergh District Council.    Although there was no objection to the Coffee Shop the Dedham Traders Association were concerned that there could in the future be an expansion of business which would pose a very real threat to the shops in Dedham High Street.  It was agreed that the views of the Dedham Traders, which were supported by the Parish Council, should be advised to Babergh with the request that they be kept informed about this application and any others in the future which might affect Dedham.

 9. REPORT OF BOROUGH COUNCILLOR   In the absence of Cllr. Garnett, Cllr. Cannon spoke on the question of the Dedham Village Design Statement and the need for members of the community to form a Steering Committee.   Some had already signed up and Mr. Bowers offered help to organise this. 

Adrian Pritchard, Chief Executive of Colchester Borough Council, will come to Dedham on 12th May at 11 a.m.  It was agreed that the venue to meet him should be the Duchy Barn.

 10. PUBLIC REPRESENTATION  Mr. Bartholomew expressed concern that the roof of the Anchor Public House was in a dangerous state and that loose tiles could cause an accident.   He was also critical of the road work which had been done in Parson’s Field on the approach to the Primary School. As reported earlier Mr. Bowers will take an overview of the situation.   There was no sign of the caravan being moved despite requests from the Parish Council.  It has also been reported to CBC who state that there is little they can do as it is not “on the public highway”.   A loose kerb in Forge Street was reported.  CBC will be advised.

 11. ANY OTHER BUSINESS  The Dedham Quiz will take place in the Assembly Rooms on Saturday, 12th February.  It was thought that the Parish Council could field a team and Cllr. Bradbrook agreed to co-ordinate this.  

 12.  DATE & TIME OF NEXT MEETING   The next meeting will be on Wednesday, 9th February, 2005, at 7.30 p.m. in the Assembly Rooms.           

 There being no other business the meeting closed at 10.10 p.m.
