DEDHAM PARISH COUNCIL Minutes of Meeting held on 11th June, 2008 in the Assembly Rooms

Garnett Parish Clerk Mrs. J. Flewin PCSO Natalie King Electors 10 Electors 1. APOLOGIES FOR ABSENCE None. 2. MINUTES OF PREVIOUS MEETING having been circulated were approved. 3. MATTERS ARISING (a) Bus Shelter It was apparent that the repair to the bus shelter was a bigger job than at first envisaged and although Cllr. Laverick had obtained several quotes the cost appeared to be escalating. Having given the matter some thought Cllr. Laverick suggested that he repaired the roof himself on behalf of the Parish Council, and he had contacted Mrs. Beeton of Rye Farm who had offered to participate in this venture. She will give a quote for the necessary wood preservatives. Cllr. Hindley volunteered to help and the Chairman thanked them both. As there were no objections from the meeting it was agreed that this work should move forward as suggested by Cllr. Laverick. (b) Youth Shelter It was confirmed that planning permission was required for a youth shelter. The placing of such an item is likely to be very contentious and Cllr. Mrs. Spencer wondered whether it would eventually be a white elephant. It was agreed not to submit an application for funding under the Town & Parish Council Grant scheme for this year as there was too little information available at present. However there were other grants available covering youth schemes, i.e. the Community Initiative Fund, into which we could tap. It was agreed that Cllr. Cannon would raise the matter with visiting planning representatives. Meanwhile thought should be given by all concerned as to a possible site. (c) Shrine – Jupes Hill Cllr. Mrs. Cannon had spoken with Mr. Gallifant regarding the shrine beside the railway bridge at Jupes Hill adjacent to Mr. Gallifant’s garden which needs attention. He is very aware of the sensitivity of the situation and intends to contact the family in this respect. Dedham Parish Council will support Mr. Gallifant in this approach. (d) Swearing at football matches Following complaints this matter has again been raised with the Sports Club who agree that control of language is part of the referee’s function. An official complaint to the Referee’s Association could be made if the swearing involved players and the control of bad language is stressed on the Referee’s Website. There was little that could be done to control spectators although the PCSO was asked to be in evidence if possible on match days which may be a deterrent. |

4. CORRESPONDENCE (a) 106 Agreement In response to the Parish Council’s request for information on this matter Mr. R. Penny, CBC Parks & Recreation, has offered to attend a meeting at a conveniently mutual time to explain and give advice. It was agreed that this would be welcome and that he should be invited to attend the September meeting. (b) Colchester Association of Local Councils This Association is now up and running again and it was agreed that it would be beneficial to the Parish Council to re-join. The subscription is £35 per annum. Cllr. Hindley agreed to be the Parish Council representative for CALC. (c) NHS/PCT Cllr. Stewart agreed to take up the reins vacated by Mrs. West to deal with correspondence/questionnaires, etc. He will also represent the Parish Council at meetings of the Dedham Vale Community Health Association. 5. REPORT OF PCSO Advance notice of major events in the village would be appreciated by our PCSO so that they may be properly monitored and extra cover requested if necessary. It was understood that the usual request for the lifting of parking restrictions in the High Street had been made for August Bank Holiday Monday. Plans for the Youth Bus were still ongoing and it was hoped that this could be booked for a slot in the summer months. The litter bin beside the toilets in the recreation ground were overfull and a new bin was urgently required. Cllr. Garnett will take this matter up again with CBC. Parking in Crown Street was causing concern. During the morning and afternoon school runs there was serious congestion in Crown Street and also an increase in all day parking. Natalie intended to speak to the Headmistress about dangerous parking and Cllr. Garnett hoped to give support by arranging a site meeting with Highways to coincide with the Friday school assembly times. 6. FOOTPATHS/PLAY AREA Cllr. Appleby raised queries in respect of various footpaths which had been reported to him, some of which had already been resolved. There had been particular complaints about Footpath 18 and Cllr. Moorhouse will look into this. The rate of growth this year had been exceptional and some cleared paths were already becoming overgrown again. We are fortunate in having funding under the PPP. So far as the verges were concerned this was the responsibility of the County Council and it was hoped that we will receive attention in the very near future. Cllr. Garnett will follow this up. Nothing to report on the play area. So far as the machinery enclosure was concerned, Cllr. Mrs. Cannon had received three quotes. After some discussion it was agreed that the Armour Engineering quote of £3,300 (plus VAT) be accepted. |

7. DEDHAM SURGERY The lease has been signed by the Directors of the Dedham Vale Community Health Association. Unfortunately there were some Land Registry complications still to be dealt with. There had been a constructive meeting with the North Essex PCT and the WRVS scheme for car journeys was working well. CCVS were hoping to hold a meeting locally (possibly in September) with the aim of attracting more drivers. The first AGM of the D.V. Community Health Association will take place on the 25th July. This will be advertised. 8. ACCOUNTS It was unanimously agreed that the following accounts be paid: £ Mr. A. Hodson – Hours worked in May - Maintenance 165.00 PPP 275.00 Mrs. O. Income ECC for PPP walk/lunch - £110.00 It is necessary to change cheque signatories. Cllr. Laverick, Cllr. Mrs. Cannon and the Clerk were nominated and approved.
9. PLANNING The following applications were considered by the Planning sub-committee. COL/0865/08 Shelley Glebe Farm Barn, Grove Hill, Dedham. (Cllr. Moorhouse declared an interest and left the meeting for this item) New dwelling and cart lodge. Comments: Does not comply with elements of the Village Design Statement and Policies.
COL/0552/08 Coral Ville, Coggeshall Road, Dedham. Second vehicular access. Comments: Recommend refusal – against Highway Policies.

10. REPORT OF BOROUGH COUNCILLOR Mr. Richard Watson, a member of the Langham Parish Council, has been appointed by CALC as one of the five councillors representing town and parish councils on the Local Highways Panel. 11. PUBLIC REPRESENTATION None. 12. ANY OTHER BUSINESS Cllr. Appleby reported on a traffic Weight Restriction/Sat.Nav. sign which was successfully used in Ireland and wondered if ECC were producing anything of a similar nature in view of the ongoing problem of HGV lorries on rural roads. It was agreed that this information should be passed to Mr. Geoff Harris, ECC Highways. Cllr. Mrs. Spencer enquired about a permanent sign on the fingerpost in Royal Square indicating the Duchy Barn. She will look further into the requirements for a sign. Cllr. Laverick felt that one member of the Parish Council should be responsible for finding out what grants were available for various projects now that John Osborn was no longer a councillor. The Ordnance Survey Licence was due for renewal in October. This assisted in the production of maps showing parish footpaths. Cllr. Laverick asked that this item be on the agenda for the next meeting. The new chevrons were in place at Lamb Corner. Cllr. Laverick asked Cllr. Garnett to ensure that the new road signs indicated “Lamb Corner” and not “Lambs Corner”. Cllr. Mrs. Cannon reported that dog fouling notices were now in place in Dedham Meade and she had dealt with a complaint from a resident regarding dog fouling. Cllr. Dempsey felt that the temporary toilets in the Mill Lane car park were a little too “out of sight” but it was hoped that once the new “Toilet” signs were put up their existence would become more apparent. Cllr. Cannon thanked Cllr. Garnett for distributing copies of the Dedham Village Design Statement to all members of the new CBC Planning Committee. 13. DATE & TIME OF NEXT MEETING The next meeting will be on Wednesday, 9th July, 2008, at 7.30 p.m. in the Assembly Rooms, Dedham. There being no other business the meeting closed at 9.40 p.m. |
